Pact act is part fact, part fiction. Fact is you can gain access to the VA for benefits. Fiction is that once in The VA system you are evaluated like all other vets. No special dispensation. The VA looks at the code book and determines your rating; regardless of whether you meet pact act requirements or not. Case in point I lost part of a lung due to toxins but "I'm fine" per the code books. BUT PLEASE. DO FILE. YOU ARE ENTITLED. Just don't expect any guarantees
